This is the same in Let’s GO with the vast variety of different outfits or clothing sets you can find. Each set below can be found by completing certain objectives or tasks or via purchase.

Pallet Town:
Sportswear Set
Unlock Details: Given to you once you leave Pallet Town. (Outfit contains clothing for your Partner Pokémon to wear.)
Vermillion City:
Pikachu Set: (Exclusive to Pokémon: Let’s Go, Pikachu!)
Unlock Details: Obtained by visiting the Pokémon Fan Club and talking to the President. (Outfit contains clothing for your Trainer so that they can dress up like your Partner Pokémon.)

Unlock Details: Prior to boarding the S.S. Anne after showing your ticket to a Sailor, you will also be gifted the Sailor Set. (Outfit contains clothing for both your Trainer and your Partner Pokémon to wear.)

Lavender Town:
Formal Set
Unlock Details: When on the first floor of the Pokémon Tower, there is an Old Lady NPC. Talking to her will have her gift you the Formal Set. (Outfit contains clothing for both your Trainer and your Partner Pokémon to wear.)
Set consists of: Formal themed Hat, Outerwear, Pants, Shoes and Bag
Celadon City:
Team Rocket Set
Unlock Details: When on the first floor of Team Rockets Hideout in Celadon City, beneath the Gamer Corner, there is a Team Rocket member you can talk to, She will give you the Team Rocket Set. (Outfit contains clothing for both your Trainer and your Partner Pokémon to wear.)
Set consists of: Team Rocket themed Hat, Outerwear, Pants, Shoes and Bag
Saffron City:
Police Set
Unlock Details: After having successfully taken back Silph Co. from Team Rocket, talk to Officer Jenny near the Saffron Gym. As a reward, she will gift you the Police Set. (Outfit contains clothing for both your Trainer and your Partner Pokémon to wear.)
Set consists of: Police themed Hat, Outerwear, Pants, Shoes and Bag
Route 15:
Assistant Set
Unlock Details: When heading to Fuchsia City from Lavender Town, via Route 15, there is a building. When you enter it, go upstairs to meet one of Professor Oak’s assistants. If you have caught 50 unique Pokémon, he will give you the Assistant Set. (Outfit contains clothing for both your Trainer and your Partner Pokémon to wear.)

Route 17: (Pokémon Road)
Blast-Off Set
Unlock Details: After beating the Elite Four, take a stroll along Route 17, aka Pokémon Road. Halfway up you will encounter Jesse and James. They will challenge you to a battle, but upon beating them, they will give you the Blast-Off set. (Outfit contains clothing for both your Trainer and your Partner Pokémon to wear.)
Set consists of: White Team Rocket themed Hat, Outerwear, Pants, Shoes and Bag
Fuchsia City:
Safari Set
Unlock Details: When Fuchsia City, head south from the Pokémon Center, to encounter Jessie, James and Meowth. They will give you Gold Teeth, which you must then take to the Warden. Not only will he teach you a new Secret Technique, but he’ll also give you the Safari Set. (Outfit contains clothing for both your Trainer and your Partner Pokémon to wear.)

Yes you can. Outfits and hats are separate so you can combine or wear clothing separately no problem. This goes for both trainer and Partner Pokémon.
