The eShop in both North & South America has it, European eShop has it and even the New Zealand & Australian eShop has Gurumin 3D available for purchase and now thanks to a partnership between Mastiff Games and Flyhigh Works, Gurumin 3D is coming to the Japanese eShop next week:

Together the two publishers will bring Nihon Falcom’s action-RPG, Gurumin 3D: A Monstrous Adventure™ to Japan in the Nintendo eShop for the Nintendo 3DS™ family of systems on November 30, 2016.”
As someone who has played the game and absolutely fallen in love with it, it is well worth getting, so regardless of where you are, be it Japan or anywhere else, Gurumin 3D is a holiday must have title, even if you are a little busy these days playing the new Pokémon titles.
